주피터 프로젝트 JUPITR PROJECT

 

《주피터 프로젝트 no.2》

 

2015년, 민간 운송업체(FedEx)를 통해 오산 미 공군기지에 들어온 탄저균 샘플은 한국 사회에 파란을 몰고 왔다. 생물학무기 방어체계를 표방하며 사실상 생화학(biochemistry) 실험이 한국에서 이뤄질 수 있도록 한 ‘주피터 프로그램(JUPITR Program)’이 수면 위로 드러난 것이다.

 

이후 부산을 중심으로 시민사회와 더불어 수많은 활동가들이 이를 공론화해왔다. 그러나 2021년을 기점으로 전국 단위로 운동을 확장하려던 계획은 한없이 지연되어, ‘주피터 프로그램’의 거점이 되는 기지가 있는 각 지역 단위에서 간신히 논의가 연명하고 있을 따름이다. 이는 우리가 ‘주피터’를 지양하려했던 운동이 난항을 겪은 지점에서부터 다시 출발할 필요가 있음을 가리킨다.

 

상황은 간단하다. 타국의 군대가 한국에 주둔하며, 그 주둔기지들에 생화학실험 샘플을 가져온 것이다. 그리고 모종의 이유로 인해, 이와 같은 투명한 상황이 어떤 문제를 야기하는지를 -의식적으로, 또한 물리적으로- 비판하는 것이 실패하고 있다는 것이다. 근본적으로 이는 냉전의 역사가 ‘자연(nature)’이 되었기 때문이다. 한국의 군비지출이 북한을 추월한 것은 1975년이며, 3.5배 가량으로 우위에 오른 현 시점에조차 북한을 견제한다는 명목으로 미군을 주둔시키는 것은 한국(인)의 관성이 되었다.*^[각주:1] 이제는 대통령을 갈아치우는 것보다, 혹은 한국의 절멸을 상상하는 것보다- 미군이 빠져나간 한국의 상황을 상상하는 것이 더 어렵다. 더불어 이는 ‘생화학실험샘플 무단반입’으로 표상되는 비대칭적 조약이 무언가의 대가(cost)였기 때문이다. 무엇의 대가일까? 그것은 바로 한국의 자본주의적 발전이다.

 

38선 이남의 단독 정부가 해방 직후 1948년 미군정에 의해 세워진 전후로 2022년 현재까지- 미군은 언제나 한국에 머물렀으며, 한국 자본주의는 미국과의 긴밀한 연계 속에서 성장해왔다. 미국에게 있어 한국은 자신들이 후견한 자본주의적 성장의 우월함이 예증되어야만 하는 실험실이자 이데올로기적 선전장이었다. 또한 그로서 미국은 한국의 보수우파들의 최종 모델이자 근거였고, 한국의 지배계급이 자본주의적 착취를 맘 놓고 관철시킬 수 있도록 하는 조력자였다.

 

그리하여 어마어마한 무상원조와 차관, 군사적 병력과 장비, 자문 등 그야말로 총체적인 미국의 후견 속에서, 한국은 반공적 경향을 가지고 있는 이들이 제약 없이 뜻을 펼칠 수 있는 무균상태의 폭주기관차로 거듭났다. 이승만에 대한 지지, 박정희의 쿠데타에 대한 승인, 전두환의 쿠데타에 대한 인정은 설령 독재자라해도 반공적이기만 하다면야 아무래도 좋다는 미국의 대남정책에서 비롯된 결과였다. 그로써 한국의 보수우파들은 불안정한 정권의 정당성을 더욱더 반공에서 찾으려 해왔고, 그 속에서 수없이 많은 사회주의자들과 좌파들이 죽고, 스러져갔다. 해방 직후 대부분의 독립운동세력이 사회주의자였던 남한 사회는 미국의 군정 체제 이후로 수십 년간 대안적 이념의 불모지가 된다.

 

수천만 노동자들의 생명을 갈아 넣은 제동없는 한국의 압축성장은 이와 같은 조건에서 가능했다. 근로조건과 처우개선, 복지를 말할 때 -그것은 국내의 지배계급과 더불어, 미국의 질서를 거스르는 것이었기에- ‘친북빨갱이’로 몰아 감옥에 넣거나 처형하는 것은 일말의 개혁을 밟아 없애는 깔끔한 분쇄 방법이었다.**^[각주:2] 그리하여 1980년대 수만 명의 한국 대학생들은 유럽의 노동운동세력과 달리, 공장에 ‘위장’취업을 할 수밖에 없었다. 비-어용 노조(non-company union)를 만드는 것이 인생을 건 내기가 될 만큼, 티끌만큼의 개혁적 요구조차 관용될 수 없었던 것이다. 그것이 바로 또한 미국식 세계화/축적모델의 첨병 IMF식 구조조정과 더불어, 오늘날 자살율 1위, 출산율 최하위의 지옥불반도의 한국을 만들어온 중요한 힘 중 하나다. 그 속에서 한국의 변혁세력들은 국내의 자본가계급과 더불어 미국을 상대하지 않을 수 없었고,***^[각주:3] 운동의 의제와 세력은 점차 분리되었으며, 이것이 바로 중첩된 모순 속에서 한국이 세계자본주의의 가장 강한 고리로 성립하는 까닭이다. ****^[각주:4]

 

한편 상기한 후견의 비용으로, 한국의 지배계급은 미국이 주도하는 세계질서 재편에 인민들의 삶과 생명을 건네주었다. 그것은 미국이 자신들의 반공적 세계질서를 관철하고자 일으킨 베트남전에 대한 한국군의 대규모 전투병력 파병과, 마찬가지로 미국이 자국의 중동지역에서의 패권 유지를 위해 벌였던 이라크전에의 파병, 주민들의 대규모 강제이주를 관철시킨 대추리 기지 이전 확장, 사드배치 등을 통해 표현되었다. 그로서 한국 자본주의 지배논리의 5할을 국내의 자본가들을 비롯한 보수우파들이 전유한다면, 나머지 5할을 담당하는 것은 미국이었다.

 

명실상부 발전된 자본주의로 진입하여 일본과 GDP를 겨루고 있는 오늘날 한국에서 그 흔적을 찾기란 어렵겠으나, 성조기를 빼놓지 않고 등장시키는 ‘태극기부대’들의 집회에서, 미국에 귀속되어 있는 전시작전권에서, 한국전쟁에 참전한 미군들에 대한 한국인들의 무궁한 존경의 표현에서, ‘우리의 허락 없이 한국은 아무것도 못할 것’이라는 미 고위관료들의 진심어린 실언에서, 주민들의 반대를 무릅쓰고 미군기지와 장비를 이전, 확장, 배치하는 국가장치를 통해 여전히 그에 대한 실마리를 얻을 수 있다. JUPITR는 이와 같은 연속선상 위에 나타난 하나의 결절일 따름이다.

 

그래서 그것은 표면상 드러난 ‘한강의 기적’, 오늘날 ‘한국의 영광’ 혹은 ‘한류’ 배면에 있는 힘이기도 하다. 이 같은 배경이야말로 JUPITR를 비롯, 온갖 불평등한 국가 간 체계를 감수하게 만드는 현실적인 힘이다.

 

“우리가 북한과 달리 이렇게 먹고 사는 게 누구 덕분인데?”

 

그렇다. 이승만 덕분이기도 하고, 박정희, 전두환 덕분이기도 하며, 이병철과 정주영 덕분이기도 했고, 이제는 이재용 덕분이기도 하지만, 또한 변함없이 미국 덕분이기도 하다. 그리하여 《주피터 프로젝트》(2021)가 주피터를 둘러싼 역사적 배경들을 한국의 민족적 문제계로서 조명했다면, 《주피터 프로젝트 no.2》는 동일한 것의 다른 측면-미국에 기대어 화려하게 성장해온 한국 자본주의의 배면을 다룬다. 한국의 민족적 수난은 동시에 계급적 수난의 다른 표현이며, 한편엔 그와 같은 수난을 무색하게 하는 눈부신 성장에서 비롯된 온갖 허위와 가상, 그리고 안락이 자리하는 까닭이다.

 

‘JUPITR’는 한국 민족의 번영, GDP 3만불 시대의 역사적 대가(cost)이다. JUPITR는 ‘아시아의 용’이며, ‘한강의 기적’이다. JUPITR는 신자유주의적 세계화이고, IMF 구제 금융이다. JUPITR는 베트남 파병, 이라크 파병이고, 북한과 대륙을 겨냥하여 미국이 주도하는 한일 지소미아(GSOMIA)이다. JUPITR는 아류 제국주의 한국이며,*****^[각주:5] 그리하여 JUPITR는 베트남에 진출한 삼성의 무노조 원칙의 관철과 탄압이다. JUPITR에 관해 말하고자 한다면, 한국의 자본주의적 발전에 대해 침묵할 수 없다. 물론 그 역도 마찬가지이다. JUPITR를 넘는다는 것은 한국의 자본주의를 넘는다는 것이고, 그 역도 마찬가지이다. 이 같은 시좌 속에서, 《주피터 프로젝트 no.2》는 동시대 한국을 지탱하는 논리들이 어떻게 펼쳐지고 있는지 조망하고자 한다. 

 

 

 

*) 현재 미군이 한국에 주둔하는 당위는 표면상으로는 북한에 대한 견제이지만, 실질적으로는 중국과 러시아를 견제하기 위함이다. 미군이 중국과 러시아를 적으로 인식시키기 위해 한국군을 상대로 벌이는 로비는 소령급 이상의 장성들에게는 기본적인 상식이다. 한편 북한과 남한의 군비지출 규모는 2021년 기준으로 약 15조대 약 53조의 규모 차이를 보인다.

 

**) 이 속에서 SOFA법 개정, 전시작전권환수와 주한미군 철수를 말하는 것이 ‘국가 전복세력의 음모’가 되는 것은 말할 것도 없다.

*****) ‘아류 제국주의’라는 용어를 통해, 우리는 준(semi) 주변부 혹은 중심부로서- 타국에 대한 직접적 침략은 하지 않았지만 미국을 위시한 제1세계 북반구 국가들과 정책적 친화성 속에서 연대하며, 남반구 국가들에 직접투자를 적극적으로 관철시키는 경우를 염두에 두고 있다. 자본의 속성상, 그러한 실천은 해당 국가들의 국가장치와 결탁하여 타국의 노동자들을 착취하며, 이는 결과적으로 국가간 체계상의 비대칭성을 관철시켜 민족에 의한 민족의 지배를 고전적 제국주의와 유사한 형태로 전개시킬 수 있는 맹아가 된다. 마치 삼성 이재용을 비롯한 재벌 기업의 실권자들에게 한국 정부가 맹목적으로 순응하듯, 베트남 정부는 한국의 비위를 거스르지 않고자 노력하게 된다. 오늘날 적지 않은 한국인들이 동남아시아 일대 국가들에서 보이는 행세는 고전적 제국주의 시대에 서구인들이 아프리카, 남미, 아시아인들에게 보였던 행세와 본질적으로 다르지 않다. 그러나 역설적이게도 이는 한편으로 대규모의 고용과 동시에 성장을 의미한다. 마치 일본의 제국주의가 한반도에 그러했듯이 말이다. 그리하여 제국주의는 근대성 및 자본주의적 성장/발전과 불가분으로 엮여있다. 따라서 제국주의를 넘는다는 것은 근본적으로 자본주의의 성장논리와 더불어 근대를 넘는 것이지 않을 수 없다. 이는 자본주의의 지양 이전까지 ‘탈근대’를 논하는 것이 근본적으로 호사가들의 탁상공론에 그치는 이유이기도 하다. 

 

 

 

■ 《JUPITR Project no.2》

In 2015, the samples of anthrax bacteria were brought to Osan Air Base(United States Air Force in South Korea) via FedEx. This raised a disturbance in Korean society. The Joint United States Forces Korea Portal and Integrated Threat Recognition, known as JUPITR Program, which was supposed to be a biological weapons defense system and actually allowed biochemistry experiments to take place in South Korea, has been exposed.

 

Since then, civil society and activists have been publicizing the JUPITR Program, mainly in Busan. However, from 2021, their plan to expand the movement nationwide has been delayed infinitely, and it’s barely surviving only in regional units where the JUPITR Program is conducted. This situation indicates that we need to start again from the point where the movement that tried to abolish ‘JUPITR’ has gone through difficulties.

 

The situation is obvious. Foreign military forces stationed in Korea brought biochemical test samples to those bases. And for some reasons, we have been failing to consciously and physically criticize the problems the situation causes. It is fundamentally because the history of the Cold War has become ‘nature.’ In 1975, South Korea's military spending overtook North Korea's, and even at present, when spending is 3.5 times higher, it has become a habit in Korea and Korean people to station US forces in the name of keeping North Korea in check.* It is now more difficult to imagine South Korea without the US forces than to change the president or Korea's annihilation. In addition, this asymmetric treaty which is represented by the ‘unauthorized importation of biochemical experiment samples’ is the cost of something: the price for South Korea’s capitalist development.

 

Before and after Korea’s liberation, when the US Army Military Government established a single government south of the 38th parallel in 1948, and until 2022 - the US forces have always stayed in South Korea, and Korean capitalism has grown in close connection with the US. South Korea was a laboratory and a place of ideological propaganda, and the US had to demonstrate the superiority of the capitalist growth they sponsored. So, the United States became the final model and basis for the conservative right in Korea and was a helper for the Korean ruling class in carrying out capitalist exploitation.

 

Korea has been reborn as an untouchable runaway engine where anti-communists can express their will without restrictions under the overall support of the United States, including enormous grants and loans, military and equipment, and consultation.

 

The US policy toward South Korea that even a dictator would be acceptable as long as he was anti-communist resulted in backing up Syngman Rhee, and approval of Park Chung-hee and Chun Doo-hwan's military coups. Conservative rightists more and more tried to justify the unstable regime through anti-communism, and lots of socialists and leftists died and were struck down. Immediately after the liberation, most independence activists were socialists; however, after the US Army Military Government period, South Korea became barren without alternative ideologies for decades. The unstoppable, compressed growth that changed the lives of tens of millions of workers in South Korea was possible under these conditions. If workers demanded better working conditions, treatment, and welfare - because it goes against the domestic ruling class and the American order - to imprison or execute them as 'pro-North Korean communists' was a way to block any possibility of reform.** Thus, thousands of Korean university students in the 1980s had no choice but to work in factories in disguise, unlike European labor movements. Even the slightest demands for reform could not be accepted to such an extent that creating a non-company union was a life-and-death bet. Along with the restructuring method of IMF, which is the spearhead of the American-style globalization/accumulation model, this is how Korea, a peninsula of hellfire with the highest suicide rate and lowest birthrate, has been created today. Reform activists were forced to deal with the United States and the domestic capitalist class,*** and the agenda and forces of the movement were gradually separated. This is why Korea is established as the most vital link in world capitalism amid overlapping contradictions.****

 

As the cost of the aid mentioned above, the Korean ruling class bargained the people’s lives to the reorganization of the world order led by the United States: large-scale dispatch of troops to the Vietnam War, also to the Iraq War, deportation in the process of relocation and expansion of a US military base in Daechuri, THAAD deployment, etc. If conservative rightists, including domestic capitalists, appropriated half of the logic of Korean capitalism, the US appropriated the remaining half. It is difficult to find traces of this history in today's Korea, which has entered into developed capitalism and competes with Japan for GDP. However, we can still get a clue in the 'Taegeukgi rallies' with the American flags all the time, in the wartime control vested in the US, in the endless admiration for the US soldiers who participated in the Korean War, in the misstatement by the US top officials that Korea can do nothing without their permission, and in the state device that relocates, expands, and deploys US military bases and equipment despite the opposition of residents. JUPITR is only one result on this continuum.

 

This is also the power behind the ‘Miracle on the Han River’, ‘Glory of today’s Korea’ or ‘Hallyu’ which has been revealed on the surface. This background is the fundamental force that makes us put up with JUPITR and all kinds of unequal interstate systems.

 

“Who is it thanks to that we live like this, unlike North Korea?”

 

Yes. Thanks to Syngman Rhee, Park Chung-hee, Chun Doo-hwan, Lee Byung-chul, and Chung Ju-yung, now it is thanks to Lee Jae-yong, however, it has always been thanks to the United States. The former exhibition, 《JUPITR Project》 (2021), shed light on the historical background surrounding JUPITR as the problematics of the Korean nation. 《JUPITR Project no.2》 (2022) deals with the hidden side of Korean capitalism, which has grown splendidly by relying on the United States. Korea's national ordeal is, at the same time, another expression of the class ordeal. On the one hand, all sorts of falsehoods, illusions, and comforts stemming from spectacular growth overshadow such trials.

 

'JUPITR' is the historical cost of the prosperity of the Korean people and GDP of $30,000. It is the 'Asian Dragon' and 'Miracle on the Han River,' it is neoliberal globalization and the IMF bailout. It is dispatching troops to Vietnam and Iraq, and it is GSOMIA(General Security of Military Information Agreement) led by the US targeting North Korea and China. JUPITR is sub-imperialist Korea*****. Thus, JUPITR has become Samsung's non-union principle and oppression in Vietnam. Speaking of JUPITR, we cannot remain silent about the capitalist development of Korea, and to get over JUPITR is to get over Korea's capitalism, and vice versa. The exhibition, 《JUPITR Project no.2》, explores how the logic supporting contemporary Korea operates.

 

 

 

 

*) The superficial reason for US forces to be stationed in South Korea is to keep North Korea in check, but in reality, it's to contain China and Russia. It is common knowledge for military officers that the US forces are lobbying the South Korean military to make China and Russia perceived as enemies. Meanwhile, the scale of military spending between North and South Korea shows a difference of about 15 trillion verse 53 trillion KRW (2021).

 

**) It is natural that claiming the revision of the SOFA(Status of Forces Agreement) agreement, the recovery of wartime control, and the withdrawal of the USFK would become a 'conspiracy of subversive activists.'

 

***) This contradiction led to different ideological divergences for the same thing, such as 'NL/PD' in the late 1980s.

 

****) It is ironic to praise the existence of the United States while lamenting the devastated lives in Korea.

 

*****) The term 'sub-imperialism' refers that although we did not directly invade other countries as a semi-periphery or center, we are in solidarity with the first-world countries of the northern hemisphere, including the US, in policy affinity, and actively carry out direct investment in countries in the southern hemisphere. According to the nature of capital, these actions exploit workers in other countries in collusion with the state apparatus of those countries. As a result, the asymmetry of the system between states can be achieved, and the rule of a nation by a nation can be developed in a form similar to classical imperialism. Just as the Korean government blindly obeys Samsung's Lee Jae-yong and other 'chaebols,' the Vietnamese government is trying not to offend South Korea. What Koreans do in Southeast Asian countries today is essentially the same as what Westerners did to Africans, South Americans, and Asians in the era of classical imperialism. However, simultaneously, it is paradoxical that this means large-scale employment and growth, just as imperial Japan did to the Korean Peninsula. Imperialism is inevitably linked with modernity and capitalist growth/development. Therefore, to transcend imperialism is fundamentally to transcend modernity along with the growth logic of capitalism. This is also why discussions of 'postmodernity' until the subjugation of capitalism are fundamentally limited to empty talk.
